I found out that it is the winner of the H&M Fashion Runway Competition, the \" Red Carpet\" section and was originally created by GoldenIguana101. Because Maxis decided not to publish them, but hide them instead, I unlocked them so there is 1 new mesh and 3 designs. Enjoy!
