there might be other ways, but the easyest one to replace this lot is, have any sims on the medical career. go with them to the hospital to work.
once it loads, pause the game. press CRTL+ALT+C (open the cheat command) put the cheat bb.enablefreebuild (enter)
then enter into build mode, open your library, and place the Chaos hospital with the FURNISHED option (or else items will be missing and will be a mess) once its all selected be patient. it can take around 5 minutes to rebuild the lot with the sims on it. (dont worry any sims inside the old building will be auto placed outside) dont worry if the game frozes its not a crash the game its just replacing the lot. then its done save the game and voila! the chaos! hospital! is ready.
