Sorry for the late reply, but in order to place the lot you have to make sure it's been downloaded and processed in the game correcting; do this by making sure the lot is completely downloaded through the Sims console. Next, make sure you're placing the lot in the correct size empty lot. I believe the lot you're asking for is 60x60 so make sure you have an empty lot that's "residential" 60x60 and the lot should place. If you're having a different problem let me know.
