Hello! First of all, you must have Nightlife and Open for Business installed and then a business lot owned by one of your sims for this to work. In build mode (while visiting the lot with the lot-owner), use the cheat move_objects on and place driveway extensions where you want them (now you can turn the cheat off move_objects off ). Now you have to go into wholesale mode and there you pick the cars you want and then place them on the driveway extensions. Done.
If you have either transparent or invisible driveway packages installed, you could change the floor where the cars stand to make it look more like a real dealership.

Sorry for this late answer, but I didn't see your comment until now. The building in the background of my Audi sign set you asked about is actually a heavily modified version of simon131007 (here on TSR) German Automotive lot. If you still want it just download it from him and then remove the garage, reduce the whole building into one level and rebuild it on a smaller lot.
