Hi thesimsbbae,

I've never actually downloaded anything on my phone, it's always been on a computer. Have you tried right clicking "Open link in new window" on the picture of the download? After that, click download.

I was able to download it right here. Once you have your package, place it in the downloads folder from my documents>eagames>sims2>downloads.
